Question: Are there differences between Public Charities and Private Foundations when it comes to investment income?
   
Answer: Yes. The IRS issues a 2% excise tax on net investment income (including capital gains) of private foundations. The tax can be reduced to 1% if the private foundation increases its charitable distribution by a specified amount. There is no such excise tax on the investment income of public charities.
